Her expertise spans systemizing patient care processes, leveraging data-driven program development, and fostering community collaborations. Gloria has notably reduced SNF length of stay, saving $5M for the ACO over three years, and developed pivotal statewide scorecards for healthcare providers. Her passion for technology utilization, community partnership development, and value-based care has significantly enhanced patient transition experiences and system metric performance. Brad Iott, PhD, MPH

Bradley Iott, PhD is an assistant professor in the Department of Internal Medicine at the University of Michigan. He has expertise in biomedical informatics and health policy research. As a faculty member at MSHIELD, he leads evaluations of non-medical needs screening and linkage programs.

Julia Weinert, MPH

Program Manager, MSHIELD

Ms. Weinert is a public health and policy professional with over 15 years of experience leading cross-sector initiatives to advance whole health for all people and economic mobility. She recently joined MSHIELD CQI as Program Manager, where she will guide statewide efforts to use a data-driven, community-partnered approach to quality improvement strategies and strengthen connections between healthcare and social service systems. Previously, Julia served as Managing Director of Poverty Solutions at the University of Michigan and directed the Detroit Community-Academic Urban Research Center. Her career includes roles in research, evaluation, and policy at organizations such as ChangeLab Solutions and Kaiser Permanente. She holds a B.S. in Microbiology and an MPH in Health Behavior and Health Education from the University of Michigan.

Amanda Biskner, RN, Paramedic, CP-C

Community Paramedicine Coordinator, Tri-Hospital EMS

Amanda Biskner is the Community Paramedicine Coordinator for Tri-Hospital EMS in St. Clair County, Michigan. Her career in EMS began in 2010, achieving paramedic licensure in Her background consists of critical care transport, emergency out-of-hospital medicine, med-surg/cardiovascular intensive care, correctional nursing, home healthcare, community paramedicine, EMS management, EMS and public health education and public relations. In 2019 she graduated from St. Clair County Community College with her associate’s degree in nursing and is in the process of completing the requirements for her bachelor’s degree. She has also presented for the Michigan State Rural Health Conference on Monoclonal Antibody Infusion Therapy, highlighting St. Clair County’s involvement and the THEMS Monoclonal Antibody Infusion Program.

Kelly Clark, MD

Faculty, Munson Family Medicine Residency Program and Clinical Assistant Professor, Department of Family Medicine at Michigan State University

Dr. Kelly J. Clark, MD is on the faculty at the Munson Family Medicine Residency Program in Traverse City, Michigan as well as a Clinical Assistant Professor in the Department of Family Medicine at Michigan State University. She has been part of the TC Street Medicine team since its inception in 2016. A graduate of Ohio State University with undergraduate degrees in Anthropology, Life Sciences and Spanish, she completed her doctorate in medicine at St. George’s University in Grenada, West Indies.  She also completed a fellowship in teaching / Professional Development from Michigan State University in 2011. Her interests in medicine focus on community health, women’s health, wilderness medicine, global health, and full spectrum family medicine. She is the team leader for quality at her outpatient practice in Traverse City and the physician lead for PCMH at that clinic. She splits her time between inpatient work at Munson Medical Center and outpatient care at Munson Family Practice.

Belinda Dokic, CPhT, BA, MBA

Belinda Dokic is the Clinically Integrated Network Program Manager at Trinity Health Livonia. She is a high-performing certified LEAN/ SIX SIGMA BLACK BELT with more than 10 years of experience in quality, project management, and process improvement, and more than 20 years working in a variety of healthcare settings.

Michael Gatt, MD

Gynecologist, Trinity Health Livonia

Michael M. Gatt, MD is a board-certified Gynecologist. He earned his medical degree from the Michigan State University College of Human Medicine and completed his obstetrics and gynecology residency at St. John Providence Hospital. He is a member of the American College of Obstetricians and Gynecologists. Dr. Gatt has clinical interests in women's health, menopause, perimenopause and irregular menses.

Holly N. Gould, MSN, CNM, RN

Director of Quality Improvement and Organizational Excellence, McLaren Port Huron

Holly Gould is the Director of Quality Improvement and Organizational Excellence at McLaren Port Huron, a 186 bed, full service, acute care, general hospital located in Port Huron, Michigan. Holly holds an MSN, with CNM certification from Wayne State University and has a variety of experiences across the continuum of care. For the first six years of Holly’s nursing career, she worked closely with neurosurgical and orthopedic patients and was also an adjunct clinical instructor at a local community college for first year nursing students. From there she began working towards her masters, leading her to McLaren Port Huron where she worked in the Special Care Nursery. Upon graduating with her MSN, she began a new journey in Quality, where her primary focus was readmission reduction. Holly enjoys research and strives to share best practices with others to improve the quality of care at McLaren Port Huron.

Nicole Luczak

President and CEO, United Way Bay County

Nicole has spent more than a decade in the non-profit sector after earning a Bachelor of Science degree from Central Michigan University in Dietetics, leading her on a path in equitable food access, teaching healthy options and addressing food insecurity. This eventually led her to her current role as President and CEO of United Way Bay City, where the mission focuses on ensuring every person has the opportunity to thrive through access to healthcare and a quality education that leads to financial stability.  She is involved in the community and region through a variety of taskforces, committees, and collaborative projects. Most recently, Nicole has worked with more than thirty organizations to execute a Community Information Exchange in Bay County that leverages technology to send bi-directional referrals that ensure closed loops and more efficient, collaborative work overall between educational, healthcare, and social services organizations.

Greg Scharf BS, ACSM-CEP, AACVPR-CCRP

Cardiopulmonary Rehab System Manager, MyMichigan Medical Center - Midland

Greg Scharf is currently the Cardiopulmonary Rehab System Manager for MyMichigan Health. This includes oversight of nine Cardiac Rehab and eight Pulmonary Rehab programs which serves patients in 25 counties. He currently serves on the AACVPR Education and Michigan Cardiac Rehab Network Advisory Committees and continues to represent at Day on the Hill while previously holding multiple positions within the MSCVPR, including Northern Region Representative and Vice President.
